English Education in Japan

I wonder how important this "English Note" was. The article quotes the National Elementary School Association head saying "this English note is very important for those teachers who have never taught English. We believe it will be utilized heavily at provincial areas."
First, people who don't know how to teach a foreign language, should not teach it. (Not just certificates to prove they can teach, but also being able to communicate with natives in English.)

Second, after a lengthy debate over why English education need to be implemented to 5th and 6th graders of Japan, how come Bord of Education can't tell us in clear terms why this education is necessary at public hearings?
